First municipal partnership for cultural asset preservation and utilization through real-world asset tokenization<\/strong><\/p>\n\n\n\n

Tokyo, Japan \u2013 October 2025<\/strong> \u2013 Collection Bank Inc.<\/em> (Headquarters: Chuo-ku, Tokyo; CEO: Takatoshi Oshiro) has entered into a business partnership with ZoomART Foundation<\/em> (Headquarters: Republic of Panama; Representative: Julia Martinez) to manage real-world assets (RWAs) that are tokenized under the ZoomART Project. The initiative aims to create a new market that leverages RWA technology to preserve and revitalize cultural assets.<\/p>\n\n\n\n

As the first municipal partnership for cultural asset preservation and utilization, ZoomART and Collection Bank have launched a demonstration project with Shinjo-son<\/em> (Maniwa District, Okayama Prefecture; Mayor: Hirotoshi Ogura) to tokenize the historic building \u201cKishiro-tei.\u201d<\/p>\n\n\n\n

This marks the first local government collaboration for Collection Bank and aims to establish a new circular model for the management and revitalization of regional cultural heritage.<\/p>\n\n\n\n

Background and Purpose of the Demonstration Project<\/strong><\/h3>\n\n\n\n

Shinjo-son, located in northern Okayama Prefecture, is one of Japan\u2019s smallest municipalities, with a population of around 800 residents. Despite its size, the village has long preserved its rich natural environment and historical culture.<\/p>\n\n\n\n

The project will explore a new preservation and funding model by tokenizing the village-owned historical property \u201cKishiro-tei\u201d as an RWA.<\/p>\n\n\n\n

Through this initiative, cultural assets will be redefined from \u201cobjects to be stored\u201d into \u201ccirculating capital,\u201d creating an integrated framework that supports local government finances, cultural preservation, and tourism promotion.<\/p>\n\n\n\n

Partnership with Shinjo-son, Okayama<\/strong><\/h3>\n\n\n\n

This initiative is being implemented as part of Shinjo-son\u2019s regional revitalization plan, \u201cConnecting Local Value to the Future.\u201d<\/em><\/p>\n\n\n\n

It represents a public-private partnership (PPP) model linking cultural heritage to sustainable community development.<\/p>\n\n\n\n

Collection Bank contributes its proprietary expertise in secure storage, asset evaluation, and transparency technology to support the quantitative assessment and management of cultural value.<\/p>\n\n\n\n

Future Developments<\/strong><\/h3>\n\n\n\n

Insights from this pilot project will be used to expand partnerships with other municipalities, cultural organizations, and educational institutions, with the goal of establishing a nationwide model for sustainable cultural asset circulation.<\/p>\n\n\n\n
